The story
Sitework is often one of the earliest and least forgiving parts of a project budget, but the questions do not stop once construction begins. HCC exists to help project teams take another practical look at site-related cost, scope, constructability, documentation, pay application, and change order issues before they become larger problems.
HCC does not replace the civil engineer, contractor, site contractor, or design-build team. It adds another layer of practical site construction perspective to help teams ask better questions, clarify assumptions, evaluate documentation, and make more informed decisions.
Colin’s path into construction started hands-on, working on historic homes in Cincinnati, where he learned early that details matter. His experience grew across commercial land development, general contracting, high-end residential work, and site development. The most defining part of his career came during nearly a decade with a commercial site development company, where he led preconstruction, reviewed civil plans, prepared sitework budgets, evaluated scope, and built estimating and planning processes. HCC was created to bring that practical, field-informed site development perspective into the decisions that shape a project before construction begins and the questions that arise once work is underway.

HCC is based in Cincinnati, Ohio, with a primary focus on serving project teams throughout Southwest Ohio, Northern Kentucky, Southeast Indiana, and nearby markets. Many reviews, evaluations, and advisory conversations can be handled remotely, which allows HCC to support the right project teams beyond the Tri-State area when the need is a good fit.
HCC is committed to continued learning in construction documentation, cost review, project delivery, estimating, and site/civil risk management. Colin continues to pursue education and industry involvement that strengthen HCC’s ability to provide clear, practical support to owners, builders, contractors, ministries, and project teams.

How HCC works
HCC is built around careful review, practical judgment, and honest communication.
- HCC is not a high-volume, low-price review or consulting service. The work takes time, attention, and a careful look at the details behind drawings, budgets, proposals, assumptions, pay applications, change orders, and scope.
- HCC is not built to be the cheapest option. The goal is to provide thoughtful, practical review that helps teams better understand site-related cost risk, constructability concerns, unclear scope, and possible change order exposure.
- HCC is not an estimate mill. Focused reviews can be efficient, but every engagement still deserves real attention and clear thinking before decisions are made.
- HCC will not cut corners or operate in gray areas. The work should be done with honesty, clarity, and care for the people and resources involved.
- The right client relationship works both ways. HCC works best with clients who value clear communication, thoughtful review, honest feedback, and better decisions before and during construction.
